Most of the time I make my characters up out of thin air. But when I get stuck I like to think of people I know. What's even better is to mix and match odd quirks from different people and put them into one character.
I think more often than not my characters get their start from someone I know, and then they grow and flex and become their own existence. Soon they don't too much resemble one particular person in my life.
For what I'm working on currently, my characters were inspired by people I know. Eventually they took on a life of their own and have evolved to form their own identities. It's an interesting process to witness!
